Gets or sets an optional ceiling on the pixels of any one bitmap a metafile embeds. Null means no cap.

This is the caller's ResourceLimits.MaxImagePixels, reaching layout because metafile playback happens here: a metafile's blits are images and are charged against the same budget as any other image, rather than against a knob of their own. Ordinary pictures are still budgeted in the renderers, where they are decoded.
