Remarks
A positioned text box is placed exactly as a floating picture is — the same anchor, offsets, wrap and stacking — so it resolves to this type and carries its content here rather than as a second kind of floating object. Before Phase 72 the content was an internal string with page numbers spelled as markers inside it, and a text box was told from a picture by its content type.
