HiddenByToggle

Gets a value indicating whether a collapsed toggle hides the item's tablix row: true only on a page model paginated with IncludeToggleHiddenRows, which lays such rows out as if shown so that an export can write them hidden. An item inside such a row's cell is flagged with it.

ReportXlsxExporter writes a row whose items are all flagged as a hidden, collapsed row at its OutlineLevel, which is what the reference's Excel renderer writes (measured, outline-toggle-hidden.rdl), so Excel's outline buttons reveal it.
