Gets the runs of the chart title's rich text (c:title/c:tx/c:rich), in
order; empty when the title has none.

Remarks
Title is the title and stays so: it is the runs' text joined, and it is what is drawn. The runs say how parts of that text are drawn — a superscript, a subscript — and are used only while their text still joins to Title, so setting Title replaces the title without the runs having to be cleared, and a title set from code needs none.
